Retrofit, Net Zero and PAS2035

In recognition of the growing issue of PAS2035 compliance and the lack of skills in PAS regionally, we have developed a cohesive in-house PAS2035 retrofit team to directly tackle the minefield that is PAS. We provide services for each PAS stage – Retrofit Assessment, Retrofit Coordination, Retrofit Design. We have a fully qualified team of experienced surveyors, coordinators, project managers, designers, low carbon consultants and advisors to provide full end to end PAS services to the region. A ‘one stop shop’ for any retrofit project. We make understanding DESNZ (previously BEIS) projects easy. Delivering the full retrofit process from initialisation through to lodgement and handover.

We hold a vast experience in retrofit delivery, gained through a variety of working streams; from successfully bidding for large amounts of funding to project managing a network of installers carrying out construction works.

We have recently completed works on domestic properties as part of the Local Authority Delivery Phase 2 (LAD2), and the new Sustainable Warmth (SWC) project, both projects are funded by Department for Energy Security and Net Zero (DESNZ) the new government department created from BEIS. These works are being carried out under PAS2035 with all works supervised by APP’s Retrofit Coordinator. These works are expected to reduce the energy use of approximately 1000 homes across North Yorkshire which are a mix of social and private housing. We have provided advice, fulfilled the role of Contract Administrator, assisted in writing grant applications, and created tender packages and bespoke JCT contracts.

Working under PAS2035 is new to the construction industry and we have used the valuable experience we have gained working on SHDF/HUG and LAD2 to support a consortium of North Yorkshire District Councils to ensure the grant money available for Sustainable Warmth will be used to improve as many homes as possible in the most beneficial way.

Lee Gatley-Hall – Technical Director/ Head of Sustainability – LLB, PGCE, MSc, RQF, MAPM.

Lee is a qualified Project Manager and Retrofit Coordinator with experience in bid writing and retrofit project delivery. With his most recent success; a large-scale consortium application with a project value of £82 million for retrofit works within the North East and Yorkshire.

Lee is self-motivated, conscientious and adaptable individual with proven leadership qualities. He always seeks to exceed client’s expectations through quality, functional design and seeks to promote a culture of continuous improvement through learning, encouragement and team leadership.

Lee has created a dedicated Sustainability Team who have been instrumental in the delivery of retrofit and decarbonisation projects across the region. Our team boasts numerous successful bid submissions and project delivery totalling over £100 million in project value.

We’ve recently completed a region wide decarbonisation project on behalf of North Yorkshire County Council. The project required our team to thoroughly inspect public buildings, discovering current condition, heating systems, building fabric and renewable technologies. We then compiled a report to identify the best way to lower carbon emissions whilst trying to save money on energy costs.
